Before you spend anything

Most sites that get rebuilt were not built badly. They were built to answer the wrong question, and the wrong question was settled in the first week — usually by whoever was also quoting for the work.

Scope is set by whoever is selling

An agency scopes what an agency builds, and it is not dishonest of them. Ask before you are anybody's lead and the honest answer is allowed to be a smaller one.
